After a few phone calls to XS4ALL, I managed to get a decent guy on the phone and he actually converted my VSDL2 to ADSL2+ and my pings have been reduced by about 20ms however I still get 5% PL to Foppa making it unplayable.
There is still some interleave on the line so I hope maybe I can get it reduced further soon.

Does anyone on here have UPC in the Netherlands? I need to know if they still have the 50% PL problem....
XS4ALL is completely useless as an ISP. They do not allow FastPath on their ADSL

Well some good news.
My colleague got the new 200mbit UPC Cable a month ago so I tested it with QW and the 50%pl problem they have no longer exists so I took the risk and signed up yesterday and I am already up and running today.
I did some quick tests today and my ping is 5-10ms lower than xs4all (to their own servers) but still 5-10ms higher than my old concepts-ict connection.
xs4all FFA server
-12ms with concepts
-25ms with xs4all
-15ms with UPC
foppa
-25ms with concepts
-38ms with xs4all
-32ms with UPC
troopers
-38ms with concepts
-52ms with xs4all
-42ms with UPC
quakephil NYC
-90ms with concepts
-105ms with xs4all
-95ms with UPC (but then later 105 when i tested it again)
So for the most part UPC is much better now (expecially over xs4all) and compared to concepts it is exactly 20x faster for download and upload.

It's just a matter of time with UPC. Cable sucks. I had cable before and i will never go back to that crap.

Depends on the provider I guess. I have had a few different cable providers and mixed results with them.... Right now in peak times I get no higher than my old ADSL connection and in non-peak times i get way lower ping so I am happy with that.

I spoke too soon. Last night from around 21:30-11:00 i was getting 15% PL. It isn't so bad though as I still have my ADSL for another 6 months and I also did some experimenting using Qizmo....
- Configure Qizmo to send each S2C packet 5 times lowered my PL from around 15% to 2-5% making it completely playable.
- Configure Qizmo to send each C2S packet 3 times didn't have too much effect.
- Compression helped but also made the input a little laggy.
- I was playing on nl.besmella.com via xs4all Qizmo which isn't normally my best route (direct is)
- I will setup a Linux Qizmo directly on nl.besmella.com and see how the PL is tonight.

I've had cable before which was rock-solid and ultra-low latency.
In this case I just get a small amount of PL during 2 hours of peak time per night which I can't complain about.
If I play via the nl.besmella.com Qizmo which I setup yesterday I can pretty much eliminate all PL by having the remote proxy sent each packet 3 times. My PL sits at around 1-3% but it is completely unnoticeable and I don't miss sounds or come out of teleporters incorrectly
