im not a twitter fan, but i think it can be used by the qw community.
reminders about events is what comes to mind in the first place,
and a nice twitter gadget at qw.nu frontpage, with the latest tweets.
more agile than news, i can see useful usage of thiz interzet feature.
example tweets from qw.nu:
* new episode of qwphil radio broadcast starting NOW!
* dont miss div 1 clash tonight @ 22CET LEGEARTIS vs GTG (or 1on1 or 2on2 league matches...)
* signup reminder for league
* new comic!
* (...)

So, imo, this twitter account would have
* username qw.nu for instance
* a handful of persons would have permissions to post tweets
* worldwide tweets, so contributors of all scenes would be needed.
* existing twitter users would "follow" this username
* non-existing twitter users would follow activity @ twitter or @ qw.nu via gadget
