I'm playing on a laptop with 60 hz screen (bad hardware I know, but its not terrible) and I get around 200-300 variable fps with no fps limit.

What should I limit my fps (cl_maxfps) to? Does having consistent fps matter? Is it really that helpful to have hundreds of fps (i.e. I should put everything on ultra low quality, no filtering, no textures, etc.) ?

What is cl_physfps that I've heard of? What should I set that to?

If mouse matters I'm using wheel mouse optical

Try:

- cl_earlypackets 1
- cl_maxfps 231 or 240 (if you can get higher, by removing rendering effects etc i'd try to get 300+ at least)
- m_rate 500
- cl_physfps 0 or 77 (doesn't really matter in most cases)
